How to ask for Information

All Indian citizens, who desires to obtain information under this Act. But, the act does not apply to the states of Jammu & Kashmir.

Any document, memo, sample, etc.

There are four types of information as follows:

  • Inspection of documents
  • Noting and getting certified copies of information
  • Obtaining samples
  • Obtaining information through electronic mode.

Time limit for supply of information is 30 days from the date the CPIO receives the request. The period intervening between the dispatch of the intimation and payment of fees will be excluded from this.

It is 48 hours if information concerns life or liberty of a person.

If no reply or information is received within the stipulated time, it is presumed to have been rejected.

Any person, who does not receive a decision within the specified time, or is aggrieved by a decision of the CPIO, may within 30 days from the expiry of such period or from the receipt of such a decision may appear to the higher authority. The appellate will be Dr. S. Sivakumar, Director, Pasteur Institute of India, Coonoor.

Jurisdiction of Courts

As per section 225 and 32 of Indian Constitution, only High courts and Supreme Courts have authority over Right to Information Act 2005.

Fees

Application fees

Rs.10/- (Rupees ten only) by means of Demand Draft or Postal Order in the name of 'Director, Pasteur Institute of India, Coonoor'.

Rs.2/- per A4 size xerox copy

The Decision taking powers lie with Director as per Bye-laws of this Institute.

Powers and duties of officers

“DIRECTOR ”
Chief executive officer of all activities associated with the Institute viz.. Administration, Accounts & Finance, Production, Quality Assurance, Quality Control Division and Research & Development.
“SENIOR RESEARCH OFFICER”
All activities associated with Quality Control Division (QCD, Sterility Media Section, Rabies Diagnosis Lab and Experimental Animal House). All activities associated with DPT (Diphtheria, Pertussis, Tetanus, Formulation & Filling), Animal House & Library.
“SENIOR MEDICAL OFFICER”
All activities associated with Dispensary.
“ADMINISTRATIVE OFFICER”
All activities associated with Administration, Establishment, Security, Legal and Vehicle movement and also Accounts, DDO an and Head of Office
“RESEARCH OFFICER I”
All activities associated with Production of DPT group of vaccines.
“RESEARCH OFFICER II”
All activities associated with Quality Assurance and Library.
“RESEARCH OFFICER III”
All activities associated with production of Pertussis Antigens.
 
NOT OPEN TO DISCLOSURE:

All Technical information on the production of vaccines including SOPs, Protocols, Scientific literatures, publications, data, records relating to the Institute, Quality Control Procedures, Data relating to Animal House and Service and Personal information of all Staff members. All Accounts and Public Records relating to the Institute above 5 years.
